Policy Interpretation | “Work Plan for Stabilizing Growth in the Steel Industry (2025–2026)”
In 2025, the National Development and Reform Commission and the Ministry of Industry and Information Technology jointly issued the “Work Plan for Stabilizing Growth in the Steel Industry (2025–2026),” which sets out measures to expand the application of steel structures and promote industrial upgrading, thereby providing policy support to the steel structure industry, according to the China Steel Structure Association.

4. Stabilizing Demand and the Industrial Chain
Stabilize steel demand in the real estate, infrastructure, and manufacturing sectors; streamline the “raw materials–processing–distribution–construction” value chain; and enhance the industry’s resilience and competitiveness. China Steel Structure Association.
This plan establishes a framework of “policy guidance plus market-driven forces,” which will benefit steel‑structure enterprises by expanding their market reach, upgrading their technologies, and fostering greater supply-chain collaboration.
